Real Madrid Expect Possible UEFA Sanctions for Barcelona in Negreira Case
The ongoing Negreira case, which centres on payments made by FC Barcelona to a senior refereeing official, could soon reach a decisive stage in European football. According to journalist Jesús Bengoechea, there is growing belief within Real Madrid that UEFA may soon impose sanctions on the Catalan club.
If that happens, the consequences could include a ban from the Champions League and serious financial and reputational damage for Barcelona.
What Is the Negreira Case?
The controversy takes its name from José María Enríquez Negreira, the former vice president of Spain’s referees committee. Between 2001 and 2018, companies linked to Negreira received more than €7 million from Barcelona.
The payments were officially described by the club as compensation for reports and advice about referees. However, Spanish prosecutors allege that the arrangement could amount to corruption in sport.
Investigators argue that the payments may have been intended to influence refereeing decisions or to gain favourable treatment. Barcelona have consistently denied any wrongdoing and insist that the money was paid only for technical scouting reports about match officials.
The case has been under investigation in Spain since 2023 and has become one of the most controversial scandals in modern Spanish football.
Real Madrid Looking Towards UEFA
Inside Real Madrid, there is reportedly increasing optimism that the case will eventually lead to disciplinary action at European level. According to Bengoechea, the club sees UEFA as the most likely institution to take decisive steps.
“UEFA declared itself competent in the case when it first emerged,” Bengoechea explained. “From a legal point of view that step is extremely important and it helps explain why UEFA, rather than FIFA, may end up taking the lead.”
When the scandal first became public, UEFA opened a disciplinary investigation. However, the organisation decided to suspend the procedure while the Spanish courts began examining the matter.
That suspension did not mean the case had been closed. Instead, UEFA chose to wait for developments in the judicial investigation before deciding how to proceed.
Court Testimony Could Influence UEFA
One of the most significant developments in the Spanish proceedings has been the confirmation that payments to Negreira did in fact take place.
Multiple Barcelona presidents have acknowledged those payments during court proceedings. At the same time, former Barcelona coaches such as Luis Enrique and Ernesto Valverde reportedly stated that they had never seen the refereeing reports that the payments were supposed to fund.
For Bengoechea, these admissions are crucial from a sporting governance perspective.
“All the presidents of Barcelona have acknowledged the existence of the payments,” he said. “From the point of view of sports law, that is extremely important.”
UEFA is believed to be waiting for the current phase of witness testimony in Spain to conclude before taking any further action. That stage of the process is expected to finish soon.
Possible Champions League Ban
If UEFA decides to proceed with sanctions, the most likely punishment would be exclusion from the Champions League.
The length of any potential ban remains unclear. Under UEFA rules, it could theoretically range from a single season to as many as ten years.
“The first year of a possible ban would probably begin next season,” Bengoechea said. “How many years it might last is something nobody knows yet.”
Even a shorter suspension could cause major financial problems for Barcelona.
Participation in the Champions League generates huge revenue through prize money, television rights and commercial bonuses. Losing that income for several seasons would place additional strain on a club that is already managing financial difficulties.
The Wider Financial Impact
The damage would not be limited to lost prize money. Sponsorship agreements often include clauses linked to Champions League participation, meaning payments could fall if the club is absent from the competition.
There is also the sporting impact. Top players may be reluctant to remain at a club that cannot compete in Europe’s elite competition.
According to Bengoechea, a multi year ban would therefore carry consequences far beyond the football pitch.
“A ban of four or five years from the Champions League would be a financial catastrophe for Barcelona,” he said.
Real Madrid Preparing Reports
Real Madrid is also preparing to submit formal reports to both UEFA and FIFA outlining its position on the case.
However, under sports administrative law the club cannot request specific punishments.
“In sports law you cannot ask for a specific penalty,” Bengoechea explained. “Sanctions are discretionary and it is the governing bodies that decide what punishment should be applied.”
Even so, Real Madrid’s objective is to ensure that the case is fully examined and that the institutions responsible for regulating football address what the club sees as a very serious issue.
Expectations Have Shifted
For many months there was widespread scepticism that the scandal would result in meaningful consequences. But recent developments appear to have changed the mood.
“I had already fallen into pessimism and thought nothing would happen,” Bengoechea admitted. “But the latest information I am hearing from inside the club makes it seem there is now a very high probability that sanctions will arrive.”
If UEFA ultimately moves forward with disciplinary action, the outcome could have lasting implications for both Barcelona and European football as a whole.
